About KIM

Northern Peoples’ Wellness: Together, we will work with First Nations to transform health and wellness services and improve health outcomes for First Nations people in the north.

Keewatinohk Inniniw Minoayawin Inc. (KIM) was established to work towards a new health system that will better respond to the needs of northern First Nations people in Manitoba. KIM supports health and wellness services for 23 First Nation communities in northern Manitoba with a focus on equitable care, addressing racism in the health care system, responsiveness to emerging needs, and filling gaps in the health care system. This is accomplished through advocacy, collaboration, and integration with the First Nation communities, and federal/provincial partners.

This new system will be developed through speaking directly to healthcare experts and communities and negotiating with systems so that services can be tailored to meet the needs of each First Nation and northern First Nations as a collective. The community members of the northern Manitoba First Nations are the foundation of this new and historic health care system. KIM is governed by a three-part structure led by First Nations and is inclusive of 23 political leaders appointed by each of 6 caucuses and a 5 to 11-member board of directors with preference in selection to persons with experience in the health sector.

The Position

Reporting to the Chief Executive Officer of KIM, the Vice President, Clinical Services ensures health resources and business functions effectively support achievement of KIM’s mandate and goals which are focused healthcare innovation to benefit First Nations people of Northern Manitoba.

As a member of the Executive Leadership Team and as part of the First Nation’s health ecosystem of Northern Manitoba, the Vice President, Medical Services advises on a wide range of health issues for the organization and actively participates in problem solving and decision-making for a variety of strategic and operational issues.

Under the direction of the Chief Executive Officer (CEO), the Vice President, Clinical Services is responsible for the overall quality of clinical medical services, including policy development and implementation, programming, and overall quality improvement and enhancement.  

The Vice President, Clinical Services will identify community clinical and programming needs and oversee the implementation and advancement of programs related to areas such as Diabetes, Women’s Health, Addiction Medicine and Harm Reduction within the Northern First Nation Communities including advising on strategies related to recruitment, management, and development of contracted physicians to ensure the highest standard of care is provided for patients.

The Vice President, Clinical Services will facilitate good communications and working relationships with other agencies and resources; provide community education about KIM, and work effectively with multi-system community partners including hospitals, mental health providers, primary care providers, First Nation Knowledge Keepers, and practitioners.

Key liaison with Shared Health, Manitoba and First Nations and Inuit health (FNIHB)

The Vice President, Clinical Services is a key liaison with Shared Health, Manitoba and FNIHB to support and lead KIM’s programs in First Nations Communities. The Vice President, Medical Services works closely with KIM departments and its service provider organizations:

  • To support the development of operational plans and provide insightful and timely reports to monitor and measure performance of operational plans
  • To align facility support functions to provide direction to KIM service providers
  • To develop programs and supporting budgets based on services, service levels, volume and cost of services
  • To provide meaningful, accurate and timely reports on health performance indicators
  • To complete projections based on realistic scenarios and an in-depth understanding of the future environment and population health trends

Individuals who are invigorated by the opportunity to lead a function that is focused on improving the health of First Nations people of Northern Manitoba and who understand how effective health services management supports achievement of organizational goals, will want to explore this rare opportunity.

Program and Service Delivery Management

  • Develop individual and group counseling programs using evidence-based therapeutic techniques.
  • Lead a collaboration effort with medical professionals, social workers, and community leaders to create a holistic support network.
  • Develop culturally sensitive counseling programs respecting the traditions and values of First Nations people.
  • Maintain a comprehensive understanding of crisis management and impact of trauma on mental health.
  • Engage in case management activities, making referrals to outside agencies, physicians and other resources to enhance service provision and address clients’ concerns.
  • Maintain accurate and confidential client records, progress notes, and treatment plans.
  • Monitor clients over time to access treatment progress.
  • Actively participate in ongoing training and professional development to stay current with best practices.
  • Prepare regular reports for the CEO outlining the impact and effectiveness of recreational programs.

Relationship Management

  • Build and maintain positive relationships with community members, promoting active participation and engagement in recreational activities.
  • Organize workshops and educational sessions to raise awareness about mental health and addiction issues.
  • Actively participate in the positive functioning of the team (Team Meetings, Quality Improvement etc.).

KEY LEADERSHIP ACCOUNTABILITIES

The successful candidate will possess the following qualifications:

Qualifications

  • Degree from a recognized post-secondary medical school.
  • Demonstrated leadership capacity in comparable, complex organizations.

  • Ability to identify, understand, and meet or exceed the requirements of internal and external partners and establish and maintain effective working relationships at all levels.

  • Proven conflict management abilities and mediation skills.
  • Proficiency with office computer equipment and software.
  • Ability to speak one of the northern First Nations languages would be an asset.
  • Experience working with or extensive knowledge and understanding of Indigenous organizations and/or communities is an asset.

Healthcare systems

  • Demonstrated knowledge and understanding of the healthcare system, including provincial policy, applicable legislation and related regulations, political impact and influencing forces.
  • Demonstrate high professional and ethical standards, and have a therapeutic approach of being empathetic, respectful, and motivational. 

EDUCATION, EXPERIENCE AND COMPETENCY REQUIREMENTS

  • A proven strategic change leader, the ideal candidate will maintain a valid License with the College of Physicians and Surgeons of Manitoba to practice medicine in Manitoba.
  • Maintain liability/malpractice coverages with the Canadian Medical Protective Association (CMPA) or equivalent coverage with an insurance company and providing KIM with evidence that he/she is a member of the CMPA in the appropriate risk category or has adequate insurance to deal with matters of general liability, including errors or omission and malpractice, committed in the performance of the Physicians providing medical services.
  • It will be important for the candidate to be familiar with dealing with conflicting priorities, political leaders, the needs of communities of varying sizes and geographically dispersed populations.
  • A commitment to advancing culturally safe, and anti-racist healthcare and ability to work flexible hours to allow for attendance at meetings and may include evening, holiday, or weekend consultation.

KEY LEADERSHIP ACCOUNTABILITIES

Accountability 1: Strategic Leadership and Planning

  • In collaboration with the executive team and bringing portfolio specific issues to the planning table, develop a practical, comprehensive strategic plan clearly defining and describing the vision and mandate of KIM, its strategic directions and operational priorities
  • Establish a system and process to identify the current and future service needs of medical functions within KIM, external trends that may impact healthcare services delivered and innovative management strategies and practices in the private and public sectors
  • Based on this understanding, recommend new practices and/or innovative opportunities in alignment with summary budgeting and First Nation health system transformation
  • Work with the executive management team to clearly define the desired culture for KIM and the specific behaviors that will support the establishment and sustainment of this culture
  • Translate the overarching strategic directions of KIM to strategies of each health program portfolio aligned to each First Nations community
  • Working closely with the executive team, develop and approve organization-wide policies and procedures and ensure data and information are brought forward to inform the development of healthcare delivery and risk management policies
  • Develop and approve portfolio specific clinical policies and procedures
  • Establish key performance measures and targets, and a system to collect, analyze and report progress against these measures as well as to provide important insights about the delivery of healthcare services
  • Within KIM’s risk management framework, develop and implement a system and yearly risk assessment processes to identify and mitigate all financial risks and ensure compliance with all regulatory requirements within healthcare delivery areas

Accountability 2: Operational, Financial, Human Resource and Performance Leadership

  • Translate the vision, mission, values and strategic directions of KIM’s strategic plan into a concrete, specific, understandable and measurable healthcare operational plans
  • Establish communication processes to ensure understanding of KIM’s’ strategic plan and how each healthcare function and healthcare employee contributes to it
  • Develop a healthcare service structure based on the vision and strategic direction as well as best practice organizational design principles and lead the implementation of restructuring initiatives
  • Lead the development of current and accurate healthcare analysis and projections
  • Develop and implement a consistent process to solicit feedback about the quality and effectiveness of services under the healthcare portfolio and incorporate into the development of continuous quality improvement directions
  • Establish the healthcare plan framework for each portfolio area and review each healthcare plan to ensure alignment with KIM’s strategic directions
  • Establish the healthcare budget for KIM and each of its portfolios and service provider organizations based on a comprehensive understanding of what it costs to deliver the services, the primary drivers of cost and expenditures and potential impacts on those drivers
  • Establish effective and efficient healthcare related financial management practices that ensures an accurate, current understanding of drivers of expense, budgets, revenues and expenditures and focuses on long-term financial sustainability, based on strong forecasting practices
  • Establish healthcare operational performance indicators and targets, aligned with key performance indicators, including quality and patient satisfaction
  • Report on the operational performance of each healthcare portfolio using indicators, metrics and targets and measuring the effectiveness of the services and achievement of quality and service targets
  • Develop and implement corrective action for performance variances against plan and budget
  • Develop a comprehensive healthcare plan, based on priority healthcare capital equipment and capital project needs and emerging capital needs and issues
  • Approve healthcare capital plan adjustments and communicate approvals
  • Provide input into a healthcare Master Plan that reflects the priorities of KIM and considers the overall needs of programs and services
  • Update the inventory of physical healthcare facilities, linking priority redevelopment areas into the healthcare capital planning cycle
  • Develop the business case for change framework for new or expanded services or the decommissioning of outdated or ineffective services
  • Lead the recruitment and selection and performance management of all direct report positions and coach, support, mentor and problem-solve with direct reports
  • Provide advice and guidance to the executive team, the Board of Directors, departments and service provider organizations

  • Establish and maintain collaborative, ongoing relationships with executives and senior leaders/partners internal and external to KIM.
  • Strengthen KIM’s relationships with partners including other service delivery organizations, legislators, public servants, service delivery partners, compliance and accreditation bodies, funders, vendors, diverse communities of interest including First Nation Communities.
  • Promote national and international reputation of KIM as an innovation center for excellence in healthcare program development and service delivery
  • Represent KIM in First Nation Communities and within the broader healthcare system with other healthcare entities, and provincial and federal government agencies and ministries
